Mr. Merrigan is an arbitrator, mediator, and workplace investigator with experience in the labour, justice, and commerce sectors. He holds the Qualified Arbitrator (Q.Arb) and Qualified Mediator (Q. Med) designations from the ADR Institute of Canada (ADRIC), as well as a Member of Chartered Institute of Arbitrators (MCIArb) designation from the Chartered Institute of Arbitrators. He is also a Certified Professional in Human Resources (CPHR).
A graduate of Memorial University and Simon Fraser University with bachelor’s degrees in philosophy, psychology, and criminology, Mr. Merrigan has represented the Correctional Service of Canada in numerous Parole Board of Canada hearings. Mr. Merrigan has spent over a decade representing both unions and employers at arbitration and workers’ compensation appeals.
Additionally, he is also a part-time instructor in the Arbitration for Professionals Certificate Program at Herzing College. Beyond his role at the TATC, he is a member of Nova Scotia’s Involuntary Psychiatric Review Board and the Nova Scotia Board of Examiners in Psychology.
